Open settings 4. Open Text message, you should see: Message centre, message centre in use ect. Open message centres this should go to next screen then open again, this screen should have: Message centre name & Message centre number (from your network provider you need to find out what is the message centres name & number are e.g in Australia it should be SMSC1 and number is +1) then just manually enter these in there. You always should be able to send messages to anyone. If someone does not want to receive the messages, he / she can block your number and won't see the messages you are sending. You can't change that. Some things are made for protection. Blocking an incoming message or call, would be worthless, if there was a way around the system. When you can't send any message, contact your provider (you did not mention that detail) and ask what is wrong, why you can't send messages.
